Perhaps you have two pedometer apps that are on your phone, for instance, the Moves app and a Google Fit. Though they are on the same phone, they may track steps differently. Moves relies heavily on GPS and, as a default, does not begin counting steps unless you have been moving for a certain period of time. Google Fit can also rely heavily on GPS and location services though you can turn that option on and off. Each app is different and has been created differently in how they will track your steps and this can result in differences in tracking.
